Job Description

he Buyer is responsible for developing and executing procurement strategies to support effective negotiations for low-value services and materials. This role focuses on achieving cost optimization while ensuring continuity and security of supply. The Buyer evaluates bids and quotations to determine optimal value, aligns decisions with key stakeholders, and conducts low-value contract negotiations. The position also involves identifying and qualifying new suppliers, issuing Requests for Quotation (RFQs) and Requests for Tender (RFTs), and providing expertise in supplier analysis, evaluation, and selection.


Qualifications & Requirements

  • Bachelor’s degree in Business Administration, Supply Chain, Procurement, or a related discipline.
  • Minimum of 5 years of relevant procurement or purchasing experience.

Key Responsibilities

  • Select suppliers based on bid analysis and defined supplier evaluation criteria within approved authority levels.
  • Manage low-value supplier relationships and coordinate with supplier account managers to ensure performance and compliance.
  • Identify, develop, and qualify alternative suppliers to mitigate supply risks and ensure security of supply.
  • Coordinate the preparation, issuance, and evaluation of Requests for Proposal (RFPs) and Requests for Tender (RFT) packages.
  • Assess and implement inventory optimization methods such as Just-In-Time (JIT), Material Requirements Planning (MRP), consignment stock, and Vendor Managed Inventory (VMI).
  • Negotiate low-value contracts for designated commodities and services within assigned geographic areas.
  • Prepare Contract Approval Requests in accordance with the Master Authority Schedule (MAS).
  • Develop and document procurement strategies to support contract negotiations and sourcing initiatives.

  • Proficiency in SAP and SAP Ariba systems.
  • Strong data gathering, analysis, and reporting capabilities.
  • Excellent planning, organizing, and time-management skills.
  • Strong analytical, problem-solving, and critical-thinking abilities.
  • Solid understanding of procurement functions and purchasing processes.
  • Effective negotiation and contract management skills.
  • Experience in contract administration, review, and compliance.
  • Supplier relationship management, evaluation, and certification experience.
